Every interior flight of stairs having more than four risers, and every open portion of a stair, landing or balcony, which is more than 30 inches (762 mm) above the floor or grade below shall have guards. Handrails shall not be less than 30 inches (762 mm) nor more than 42 inches (1067 mm) high.

What is a code enforcement case?
A code enforcement case is opened when a Metro inspector finds a property out of compliance with a local property maintenance ordinance — things like exterior storage, uncut grass, or exterior structural upkeep.
Louisville Metro Codes & Regulations opens and manages the case. No board or hearing is required to open one.
The property owner is notified and given a chance to correct the violation. An inspector re-checks the property; the case closes once the violation is corrected and confirmed.
An open case is not a citation or a fine by itself, and it does not mean a court has found the property owner at fault. It records that a violation was observed and is being tracked to correction.
